      The State of Metropolitan America is a signature effort of the Brookings Metropolitan Policy Program that portrays the demographic and social trends . of Government off ers up to courses, seminars, and specialized conferences for more t public offi cials each year. In addition, faculty members annually publish approximately fi fty books, book chapters, bulletins, and other reference works related to state and local government.

      Metropolitan governance refers to the governing of metropolitan regions. This can be accomplished by a variety of mechanisms, ranging from a comprehensive metropolitan ‘‘government’’ to a variety of forms of cooperation among the numerous jurisdictions in a metropolitan area, which will be termed ‘‘governance’’ here.
